But this multi-layered financial scheme is also what often brings them down in the end, as these huge sums of money are never secret for very long.

As the classic scene in the cult hit “Office Space” illustrates, many people don’t really understand how money laundering works. While the characters in the movie resort to looking the term up in the dictionary, suffice to say that federal and international authorities, as well as criminals, have a pretty clear understanding already.


For criminals who want to spend the fruits of their illegal labor, money laundering is often the favored way to transition their illegal money to legal money. This process, which has come to be known as money laundering, takes many forms, often involving setting up “front” or “shell” businesses or transferring money to offshore accounts.


Here’s a look at the 10 biggest money laundering schemes in history.


HSBC (in full: Hong Kong and Shanghai Banking Corporation) is a British universal bank and financial services group headquartered in London, England, with unique historical and business links to East Asia and a highly multinational footprint. 

The biggest bank in Europe, HSBC, paid a $1.9 billion fine for failing to prevent drug cartels from using the bank to launder hundreds of millions of dollars. According to investigators, poor regulation at HSBC allowed the bank to serve as the chief money laundering conduit for a pair of drug cartels, one in Mexico and the other in Colombia. The two cartels combined shifted about $881 in drug money through the bank.


BCCI

The Bank of Credit and Commerce International, also known as BCCI, was in the early 1980s, one of the world’s largest banks. Investigations into the bank’s suspect processes and procedures eventually uncovered a raft of crimes, from money laundering to fraud to arms trading and prostitution. When all was said and done, BCCI was kaput and about $20 billion in value had evaporated.


Wachovia

A U.S. Drug Enforcement Agency investigation ensnared Wachovia, once a large, independent bank, in a money-laundering operation conducted by Mexican drug gangs. Billions of dollars in wire transfers, cash and travelers checks were uncovered, and Wachovia eventually settled the case, paying the U.S. government about $110 million in asset forfeiture. All told, it’s estimated that the amount of money laundered through Wachovia topped $350 billion, equivalent to one-third of the gross domestic product of Mexico.


Standard Chartered

Standard Chartered has long been entangled in money-laundering investigations, with multiple international agencies levying fines against the bank as recently as fall 2018. In the most recent allegations, Singapore authorities allege that Standard Chartered failed to prevent money laundering by terrorist groups and fined the bank and its related trust nearly $5 million. Standard Chartered has previously faced fines from U.S. authorities as well.


Nauru

In one example of the rare cases of entire nations being designated money launderers, Nauru is a tiny island near Australia that in the 1980s became a money-laundering haven for the Russian mob and al-Qaida. Before the country imposed tougher laws, it’s estimated that at least $70 billion in Russian mob money flowed through Nauru in a single year. At one time, Nauru’s privacy protections were even stronger than those in the notorious offshore money havens Switzerland and the Cayman Islands, making the tiny nation all the more attractive for criminals looking to conceal cash.


Al Capone

Credited by some with inventing the term money laundering by literally purchasing Laundromats to funnel his mob profits through, Chicago gangster Al Capone is perhaps the most famous money launderer in American history. Though he eventually was convicted of tax evasion, it’s estimated that Capone laundered upwards of $1 billion through various shady fronts. While Capone’s money laundering and other financial crimes were serious, the violence he perpetrated and encouraged in Chicago created chaos throughout the city, which is why the fact that his only conviction was finance-related is a difficult reality for many in the law-enforcement community.


Meyer Lansky

If Al Capone is the most famous money launderer in American history, he owes much of what he earned, or stole, to Meyer Lansky, who was at one time was thought of as the accountant to the mob. Lansky helped develop the criminal underworld of the American mafia and pioneered a technique to use Swiss banks to hide his stockpiles of cash. Lansky never faced serious criminal prosecution, and upon his death in the 1980s, investigators were unable to find the $300 million they believed Lansky had hidden away.


Paul Manafort

A short-lived campaign manager for then-presidential candidate Donald Trump, Paul Manafort’s legal situation is still developing, but Manafort has been convicted of multiple fraud charges and still faces accusations that he laundered more than $30 million in Russian money. Manafort remains jailed while the legal proceedings against him continue. Manafort and his associate Rick Gates, are accused of fudging financial documents and lying to accountants and tax preparers in order to shield millions of dollars from view.


Tom DeLay

A former majority leader in the U.S. House of Representatives, Tom DeLay was convicted of money laundering, though that conviction was overturned by an appeals court in 2013. The Republican congressman had been convicted a couple of years earlier of improperly funneling about $190,000 in corporate money through the Republican National Committee.


Liberty Reserve

Liberty Reserve was a predecessor to Bitcoin, with the company issuing a virtual currency around the world. Its founder, Arthur Budovsky, was sentenced to 20 years in prison after being convicted of using his company to conduct a huge, multinational money-laundering operation that included credit card and ID theft, Ponzi schemes and computer hacking. Before being shuttered by the U.S. government, Liberty Reserve had conducted transactions worth a combined $8 billion.


Conclusion

说句实在话,国师听到这样的观点之后也是惊讶颇多,所以我跟范勇鹏先生做了一样的举动:阅读大量的资料。经过一段时间的研读,我深以为然。


尽管在许多人的印象中,鸦片贸易可能一直是”英国人”的专利,但身为大英帝国长子的美利坚合众国实际上也是深深的参与其中,其贸易份额一度达到了42%之多。而这些鸦片贸易产生的新权贵,则是美国此后政治、经济生活的主力军,美国45任总统中,33任总统在血缘上和鸦片贩子有直接关系。

Fan Yongpeng, vice president of the China Research Institute of Fudan University, recently said in a program: “when I was taking a course at Stanford University in the United States, a history professor told me something. He said Doctor Fan, do you know that the vast majority of the capital accumulation of our early industrialization in the United States came from your opium trade in China, and I didn’t believe it at that time?”


To be honest, the teacher was surprised to hear such a point of view, so I did the same thing as Mr. Fan Yongpeng: read a lot of material. After a period of study, I was impressed by it.​

Although the opium trade may have been the patent of the “British” in the impression of many, the United States of America, the eldest son of the British Empire, was in fact deeply involved, with a trade share of as much as 42 per cent. The new dignitaries produced by these opium trade are the main forces in the political and economic life of the United States since then. Of the 45 presidents of the United States, 33 have a direct relationship with opium traffickers in blood.

In 1805, the first American drug-trafficking ship was loaded with 124 bales and 51 cartons of tobacco from Smyrna, Türkiye¹, to the United States and then to China. The three brigs² are generally believed to have been the start of the American opium trade with China, but there is no evidence that previous Americans were not involved in this evil act. (¹Turkey, officially the Republic of Türkiye) (² A brig is a type of sailing vessel defined by its rig: two masts which are both square-rigged.)

Until then, the United States could only export fur and precious metals to China and suffered from the huge trade deficit caused by tea and silk. British control of opium plantations such as India and Myanmar makes them seem to have monopolized the trade. But the ingenuity of the Americans opened the door to the opium trade with China.

They found another opium-growing site, Turkey, and developed a new trade route. Despite the long journey, the price is almost three times the cost, and it is a well-worth “business”.


The poor quality of opium produced in the Middle East, but its low price, suddenly opened up the “sinking market” in China. Received a “warm welcome” from the ordinary people, so that opium no longer become the “exclusive” of the rich class “Fushou ointment.” The Chinese have also made this distinction, calling Turkish opium as a small soil and calling Indian opium as a big soil, which, of course, has led to many Chinese “adulterers” mixing small soil into the big soil for the second time.


After developing raw material sources in the Persian Gulf, its profit margin has increased by 25%. Because the opium smuggling trade only required money for corrupt Chinese officials and did not need to pay taxes, it was easier to do than the original “legal” fur trade and attracted a large number of American businessmen.


Between 1805 and 1834, the United States imported 16,305 chests of opium to China (estimated), accounting for 42% of the total opium shipped to China in the two years 1817-18.


Many merchants also took advantage of it, such as John Jacob Astor, the first millionaire in American history, who started trading furs with China and had to find another way after losing his share of the trade to the British during the War of 1812.


In 1816, he began to engage in opium smuggling trade. John first went to Turkey to buy 10 tons of opium and resell it to China. It is generally believed that between 1816 and 1825, John delivered hundreds of thousands of pounds of opium to China, becoming his most profitable “sideline”.


Britain and America compete and collude with each other in the opium trade. The Americans used cheap Turkish tobacco to open the market, the British are under the cruel direct large-scale expansion of production, suddenly pulled down the price of opium in India, the profits of the Americans greatly damaged. Later, however, the British allowed the Americans free passage on the route between Calcutta and Canton.


Since the United States began importing opium to China, the United States has imported much less silver to China. In 1836 there was only less than one million yuan per year, compared with about 4 million yuan two or three decades earlier, which made the Qing silver famine even more serious.


Before the Opium War, the opium trade between China, Britain and the United States was in fact “a small fight”, and the scale after the Opium War was even more terrible.


The antismoking campaign of 1839 uncovered a huge amount of smuggled opium, the third largest in the United States​This, of course, poked a sore point between Britain and the United States. Without the opium trade, their trade advantages and most “viable” commercial activities would be terminated, which is obviously not what they want to see.


So the next story is familiar to you. Britain brazenly launched the war against China and encountered little decent resistance in the next two years, with only a few examples of anti-British warfare, such as veteran Guan Tianpei’s defense of Guangzhou and Zhenjiang’s 2400 martyrs.


On August 29, 1842, the Qing Dynasty and the British government signed the humiliating “Nanjing Treaty”, in which there was no serious negotiation during which there was no serious negotiation. However, the ministers of the Qing Dynasty felt that the most humiliating thing was that the name of the emperor of the Qing Dynasty was written side by side with the name of the Huang Mao Yi woman (Queen Victoria), rather than cutting the land indemnity to open the trade or so on.


In 1844, the Americans followed and signed the “Treaty of Wangxia” with China, which was similar to the conditions of the British.


In fact, the Qing government felt that these treaties were generally considered expedient, and that foreigners could be fooled and deceived at will.The text of the Treaty of Nanking was not promulgated at all, and was kept in the yamen of the viceroys of Guangdong and Guangxi.The treaty stipulates that the British can go to Guangzhou to live in the future, but local officials do not perform, all kinds of Taiji, the Chinese do not regard the British as human beings, or as “not human”barbarians”, which is angry with the Anglo-Saxon nation.


Of course, their best means of “revenge” during this period of time is to import opium into China frantically, corrupting the whole society of China. In the five trade period, the whole southeast coast “a piece of erosion”, Anglo-American opium all over the place.


In 1847, Shanghai imported 16400 cartons of opium. By 1859, Shanghai had imported 33786 cases of opium, a figure that was the sum of the whole country 20 years ago. Opium trade accounted for the first place in many trade ports in China, while the United States accounted for 1/3 of the opium trade, ranking second. Huge opium sales have also directly offset the trade deficit between China and the United States.


Such a large-scale smuggling trade naturally has the acquiescence of Qing government officials.Coastal officials, in particular, often charged opium peddlers three percent of their gross sales and colluded with Britain and the United States to exploit the people and sell drugs that could roam the streets as long as they were not in the presence of high-ranking officials.


But despite this, Britain and the United States still feel that the income is not enough to make a profit, and they want to compete for the next commanding heights: the legalization of the opium trade.​The Treaty of Wangxia stipulated that the treaty could be amended 12 years after it was signed, but the Qing government did not intend to renew the contract. Britain and France started the war in October 1856 under the pretext of the Arrow incident and the Ma Abb incident, and the United States and Russia sat in the rear to reap the benefits of the fishermen.


The British and French allied forces broke into Beijing and set fire to the Old Summer Palace, which became the eternal pain of the Chinese nation. After the Second Opium War, the four countries forced the Qing government to sign the “Tianjin Treaty” and “Beijing Treaty,” which further expanded the invasion of trade with China, and finally put the opium trade on the “legalization” coat, and even some Chinese provinces began to cultivate opium sales.


​Since then, opium began to run amok in Chinese society, drugs in the spirit and material erosion of this ancient nation.The United States also made huge profits from the opium trade in these decades, which greatly promoted the second industrial revolution.


Because of the evil opium trade, the American society produced a new group of powerful elites. The birth of these new powerful elites marked that the United States had completed the initial primitive accumulation of capital before the Second Industrial Revolution, and played a great role in promoting the industrialization process of the United States.There are three main ways to promote American industrialization:

Investment in infrastructure, such as investing in philanthropy, building hospitals, railroads, and schools, created a number of early American cities.

The Perkins family from Boston best exemplifies the “rise” of America’s new elite. The Perkins family was one of the first American families to set up a trade office in Canton for the purpose of selling opium.


The family owned only seven ships, but in 1826 it became the first millionaires in American history. After getting this money, the Perkins family and other new Boston dignitaries immediately “repay the villagers” and actively participate in the construction of their hometown of Boston.

Phyllis Forbes Kerr compiled a book about her great-grandfather, Robert Bennett Forbes, who was an opium baron.


These histories were not widely shared in America, and the descendants of opium barons in Boston almost never discussed the origins of their family’s wealth, but there were American intellectuals who knew and were ashamed of it.

Eleonora Randolph, the grandson of Jefferson, one of the founding fathers of the United States, also married the opium dealer leader, Sir Joseph Curry (Joseph Coolidge IV).


Although the opium trade was fruitful, with the development of the Second Industrial Revolution and the development of the West, This trade eventually died out and was formally abolished in the 1880 treaty between China and the United States, with China becoming a supplier of raw materials and a dumping ground for American industrial products (opium smuggling continued, albeit on a smaller scale).

 如此大规模的走私贸易,自然得到了清政府官员的默许。尤其是沿海官员,经常向鸦片贩子收取销售额百分之三的费用,并与英美勾结剥削百姓,贩卖可以流浪的毒品。 只要没有高级官员在场,他们就可以在街上行走。


 但尽管如此,英美两国仍然觉得收入不足以盈利,想要争夺下一个制高点:鸦片贸易的合法化。​望峡条约规定,该条约可以 签订12年后又进行修改,但清政府无意续约。 1856年10月,英法借口阿罗事件和马阿布事件发动战争,美俄坐在后方坐收渔民的好处。


 英法联军攻入北京,纵火焚烧圆明园,成为中华民族永远的痛。 第二次鸦片战争后,四国迫使清政府签订了《天津条约》和《北京条约》,进一步扩大了对华贸易的侵略,最终给鸦片贸易披上了“合法化”的外衣, 甚至中国的一些省份也开始种植鸦片销售。


 ​从此,鸦片开始在中国社会横行,毒品侵蚀着这个古老民族的精神和物质。美国这几十年也从鸦片贸易中获取了巨额利润,极大地推动了第二次工业革命。


 由于罪恶的鸦片贸易,美国社会产生了一批新的有权有势的精英阶层。 这些新的强势精英的诞生,标志着美国完成了第二次工业革命之前资本的初步原始积累,对美国的工业化进程起到了巨大的推动作用。 推动美国工业化主要有以下三种途径:


 一、数量众多

 基础设施投资,例如投资慈善事业、修建医院、铁路和学校,创造了许多早期的美国城市。


 二. 用这笔钱

 开设工厂; 更多财富的创造极大地促进了美国的早期工业化。

 MAS ( Monetary Authority of Singapore) is currently holding gold's worth at least 10 billion Singapore dollars as of mid-2023.

Monetary Authority of Singapore (MAS) is not the only entity managing Singapore's Reserves. The other two entities have been (Government of Singapore Investment Corporation, established in year 1981) GIC Private Limited and Temasek Holdings Limited, (incorporated on 25 June, 1974),  a state-owned but run separately from the government to focus on growing the national reserves.

GIC and Temasek have different investment strategies. So GIC is the government's fund manager,  a slightly more conservative investor than Temasek. Temasek is a pure equities investor. It would take on higher risk but also that would allow it to achieve higher expected returns.

 We could explain the different risk appetites using a game of football ⚽️ .

○●Temasek invests mainly in equities and even startups. Higher risks but higher returns. That’s akin to having five Strikers but two Defenders.  It’s an attack-minded approach designed to score more and generate higher returns but taking more risks with fewer defensive assets.

●○ GIC has more defensive assets than Temasek.  And hence, less aggressive on the attack. Taking less risk in the pursuit  of  returns. Regardless of the different risk appetites,  both entities invest for the long haul. For them, is the performance for an entire season that matters rather than the scoreline of a specific match.

 When you think of Singapore Reserves reserves, how many of you immediately imagined it to look something like this, all those savings locked up in a highly Secured Vault in a top secret location.  Well, you may not be entirely wrong. For the first time on national TV, we aim to demystify the Singapore reserves and   hopefully answer the question. Just how much does this tiny Island have?

 As a start we troll through the spreadsheets of every entity linked to the reserves. That’s like trying to read an Epic Novel and starting from the last page. No wonder most Singaporeans give up trying to understand what makes up the reserves. So, we did the next best thing. We wrote to the Monetary Authority of Singapore ( MAS), the country's Central Bank.

 Does this room look familiar. Well, we've   set it up to look just like it did over the last three years ( 2020 - 2022) when Singapore's ministers gave regular updates on the  COVID-19 outbreak in Singapore. 


LAWRENCE WONG, SINGAPORE DEPUTY PRIME MINISTER, also the Finance Minister for Singapore : "This is a lot of familiarity with this environment. And I see you have recreated it to be almost like it to be almost like what we had during the press conferences. I had to come here repeatedly. In 2020, when COVID-19 epidemic started we were still not quite sure how severe it was going to be. Then in March, things crystallized, we knew it was going to get quite bad. And we needed additional measures. And by then, we had no more, uh, fiscal resources." 

HENG SWEE KEAT, SINGAPORE DEPUTY PRIME MINISTER, also Finance Minister for Singapore (2015-2021) : "The government has obtained President's in-principle support to draw up to 17 billion dollars (US$12.6 B) to fund some of the measures to save jobs and the economy." 

LAWRENCE WONG : "We needed to go to the President for reserves. The only alternative would have been to borrow, which is what most other countries do. When you borrow, you have great uncertainty. You don't know how much you can borrow. You don't know how   markets will react.  And therefore I think it would have impacted the swiftness and the decisiveness of our response. We were the first (country) in Asia to get the Pfizer-BioNTech vaccine.  And the reserves played a critical role in enabling us to do so. I have no doubt that without the reserves, we would have ended up with more lives lost , in Covid. And certainly we would have ended up with a much higher unemployment."


For most people in Singapore, the pandemic was the first time the reserves made a palpable difference to their lives. But while awareness increased, it   unfortunately reinforces this impression that the national reserves is an emergency piggy bank, something that's

only useful during a national crisis. But in reality these reserves do a whole lot more.


TERENCE HO, Economist, LKY School of Public Policy, National University of Singapore : "Ten years ago (2013), this $50 dollars note could buy all this, with some change to spare. But today,  this would set you back about ten dollars more (S$59.13). This is an example of inflation; the rise of the price of goods and services over time. When an economy is doing well, people tend to spend more. And when firms see the increased demand, they will increase   prices to maximize profits. So inflation could rise as a result of very strong demand.  But it also rise because of a rise in production costs or a shortage of supply, especially of imports."

Central banks (around the world) are responsible for keeping rising prices in check. Most do this by adjusting the interest rates. When interest rates are raised, borrowing money becomes more expensive.  People tend to spend less and businesses will lower their prices because of decreased demand. Unlike most other central banks, the Monetary Authority of Singapore or MAS, Singapore’s Cantral Bank , manages the exchange rate instead. That’s because Singapore is an open economy that's heavily dependent on trade.  So the exchange rates have a bigger impact on prices than interest rates. For example, Singapore imports 90 percent of its food like


How Singapore manages its reserves

Keynote speech by Mr Ravi Menon, Managing Director of the Monetary Authority of Singapore, at the National Asset-Liability Management Europe Conference, Singapore, 13 March 2019.


Ladies and gentlemen, good morning.


Singapore has official foreign reserves (OFR) of almost US$300 billion. 


• In absolute terms, this is the eleventh highest stock of OFR in the world. 

• As a percentage of GDP and on a per capita basis, it is the third highest in the world.

• Singapore's OFR sit on the balance sheet of the Monetary Authority of Singapore (MAS), the central bank and integrated financial regulator.


Besides the OFR, there are two other pots of national reserves in Singapore:

• The Government of Singapore Investment Corporation (GIC), a fund management company, manages on behalf of the Singapore Government a diverse portfolio of foreign assets - well in excess of US$100 billion.

• Temasek Holdings, an investment company wholly owned by the Singapore Government, holds equity stakes in a variety of domestic and foreign corporates, amounting to more than US$200 billion.


This morning, let me try to answer three questions:


What role do the reserves play?

• How are the reserves accumulated and managed?

• How are the OFR managed?

• Why does Singapore hold reserves?


Singapore's reserves serve three objectives:

• one, to serve as a buffer against crisis;

• two, to provide a stream of investment income to help finance part of the annual government budget; and

• three, to maintain confidence in Singapore's exchange rate centred monetary policy.

The reserves are thus a rainy day fund, an endowment fund, and a stability fund.


The imperative to hold a buffer against crisis is rooted in Singapore's geography and history.

• Singapore is a city state smaller than Greater London.

• It has no natural resources and imports most of its food, including water.

• When it became independent in 1965, it had no hinterland and meagre financial reserves.

• It depended mostly on entrepot trade and hardly had an industrial base.

• It was not expected to survive, let alone succeed.

An acute sense of vulnerability has been part of Singapore's DNA since its birth.  This sense of vulnerability, in turn, underpinned two convictions:

• first, that the only way to survive and make a living is to make ourselves relevant to the world; and

• second, we must build up strong buffers so that we can withstand the shocks that come with being so small and open to the world.

As Singapore grew and prospered as a business and financial centre, its vulnerabilities to the vagaries of global trade and financial cycles also grew. 


• The need to build up a sufficient rainy day fund to tide us through shocks and crises has remained as relevant as ever.

• Total trade is three times the size of the Singapore economy.

• Gross capital flows into and out of Singapore are 77% of GDP.

The role of the reserves as a rainy day fund is not theoretical.  The reserves have indeed served us well in past crises.


• They helped underpin confidence in Singapore in the throes of the Asian Financial Crisis.

• And during the Global Financial Crisis, the reserves were drawn down to finance a package of measures, to preserve jobs by subsidising employers' wage bills and to help viable companies stay afloat by sharing the risk of bank lending.


A second purpose of the reserves is to serve as an endowment. 

• This purpose has grown in importance - and salience - in recent years.

• The income from investing the reserves provides an increasingly important source of revenue to fund government expenditure.

• The size of government in Singapore is small.  Government spending - comprising both operating and development expenditure - is just about 16% of GDP. 

• But tax and non-tax revenues are even lower, at 15% of GDP.

In other words, Singapore runs a structural deficit on its primary fiscal balance.


This is where the investment income from the reserves comes in.

• The Constitution of Singapore bars the government from borrowing to spend or to spend surpluses accumulated from previous terms of government. 

• Instead, it allows the government to spend up to half of the expected long-term real returns from the net assets invested by MAS, GIC, and Temasek. 

• This is known as the Net Investment Returns Contribution (NIRC).

• The NIRC is already the largest single contributor to revenues in the government budget, accounting for about one-fifth of revenues.

The role of the reserves as an endowment from which to draw a steady stream of income to finance the government budget will become even more important in the years ahead.

• An ageing population will mean higher expenditures, especially for healthcare, and slower economic growth will mean lower tax revenues.

The third purpose of the reserves is to serve as a stability fund.  More specifically, the reserves help to maintain confidence in Singapore's exchange rate-centred monetary policy framework.

• As Singapore is a small and ĵmñ open economy, inflation and aggregate demand are more significantly influenced by the exchange rate rather than interest rates.

• Singapore's monetary policy is therefore centred on managing the exchange rate of the Singapore Dollar against a basket of currencies within a policy band.

• The reserves play an important role in enabling MAS to conduct monetary policy and to secure macroeconomic stability.

How are the reserves accumulated and managed?

So, how are the reserves accumulated and managed?  As I mentioned earlier, Singapore's reserves are held and managed in three distinct pots: the MAS, GIC, and Temasek. 

• The government sets the overall investment objectives for the three entities and monitors the risk and return profile of the total reserves.

• But it plays no role in the investment decisions by the three entities, which are made on purely professional grounds.

 MAS, as Singapore's central bank, manages the OFR.  The process of accumulating or using OFR is intricately tied to MAS' conduct of monetary policy.

• The MAS may accumulate or sell foreign assets, principally through its intervention operations in the foreign exchange market, to manage the float of the Singapore Dollar.

• Given Singapore's positive net savings and persistent capital inflows, the nominal exchange rate often tends to appreciate more than what is required to keep inflation low and stable. 

• The MAS accumulates foreign assets on average in the process of managing the Singapore Dollar within its policy band even as it sells foreign assets during times of stress on the Singapore Dollar.

As the central bank, the MAS is the most conservative of the three investment entities, with the OFR invested mainly in safe and liquid assets.

• The OFR is sized to take into account its role as a buffer against a large and sudden outflow of capital that would undermine confidence in the exchange rate and Singapore's macroeconomic stability.

• Traditional measures of reserve adequacy such as the number of months of imports the OFR could finance if all other sources of foreign financing dried up are less relevant for Singapore.

• A sizable and liquid OFR sends a clear signal that MAS has the wherewithal to resolutely defend the Singapore Dollar against speculative attacks.

The GIC is a professional fund management company that manages the government's foreign assets.  These assets are separate from the OFR.

• The history of GIC begins with the MAS.

• Through the 1970s, Singapore ran persistent fiscal surpluses, received sizeable capital inflows, and had an elevated private savings rate.

• This led to a substantial accumulation of OFR, well in excess of what was required for MAS' central banking operations.

• So, in 1981, the GIC was set up - in today's parlance, a sovereign wealth fund - to manage part of the reserves for higher returns without the central bank constraints of liquidity.

• Part of the OFR was transferred from MAS to GIC, which was tasked to invest the reserves in a globally diversified portfolio of asset classes with a higher risk profile to deliver good long-term returns.

The third pot of reserves is managed by Temasek Holdings, an investment company wholly owned by the government.

• Temasek's history also dates back to the early years of Singapore's development.

• There was little private capital in those days but a rapidly industrialising economy needed key infrastructure - in aviation, in shipping, in telecommunications, in banking, and so on.  The government therefore set up enterprises in these areas. 

• Temasek was formed as a holding company in 1974 for these enterprises so that the government could focus on its roles of policy making and regulation without conflict, while Temasek would own and manage these investments on a commercial basis.

Today, Temasek is an active, equity investor that aims to deliver sustainable long-term shareholder value.

• More than a quarter of Temasek's portfolio is invested in Singapore, with the rest invested in Asia and global markets.

• The initial portfolio was provided by the government, but since then, Temasek's funds have come mainly from the investment growth of its own portfolio.

• Compared to MAS and GIC, Temasek is further out on the risk-return spectrum.

How are the OFR managed?

Let me now move to the third question: how are the OFR managed?  This is the portion of the reserves that MAS is responsible for.

There are three prongs to MAS' approach to managing the OFR

• robust risk management;

• balanced asset allocation; and

• efficient investment process

Robust risk management

The starting point to MAS' approach to managing the OFR is its risk management framework, which sets out the liquidity and risk tolerance levels of the OFR.  These relate to:

• the ability of the portfolio to meet liquidity needs under stress conditions; and

• the maximum loss of the portfolio under tail risk scenarios.

These liquidity and risk tolerance levels are determined on the basis of what is minimally required to meet the objectives of the OFR in supporting MAS' conduct of monetary policy. They are factored in the construction of the MAS portfolio and closely monitored on an ongoing basis.

MAS employs a comprehensive range of stress tests to assess the risks to the portfolio on an ongoing basis and establish whether the portfolio remains resilient to potential tail risk events over the medium term.

Three types of stress tests are conducted:

Historical: Shocks are applied to the portfolio using asset price movements seen in historical stressed episodes, such as the Global Financial Crisis, 2000 dot-com bust, 1994 bond market selloff, etc.

Vulnerability-based: The portfolio is subject to hypothetical scenarios which stress in turn each of the portfolio's risk factors such as equity, interest rate, credit, inflation, and foreign exchange.

Thematic: These are forward-looking stress tests and are designed by taking into account prevailing market conditions and potential risk events on the horizon.

Depending on the stress test results, MAS will consider appropriate responses and portfolio adjustments when needed.

The risk management framework is reviewed on a regular basis to ensure it remains fit-for-purpose.

Balanced asset allocation

Subject to the liquidity and risk tolerance thresholds, MAS seeks to achieve good long-term returns on the OFR through a balanced asset allocation.

MAS invests the OFR in a well-diversified portfolio, probably more diversified than is the case for most central banks.

• The portfolio is geographically diversified across advanced and emerging market economies, with investment-grade bonds in advanced economies making up the largest share.

• The portfolio is diversified across asset classes - in cash, bonds and equities.

• The portfolio has a diversified currency mix, with about three-quarters of the OFR denominated in US Dollars, Euros, Japanese Yen and Pound Sterling, with the US Dollar forming the bulk.

Each asset class in the portfolio serves a function.

• Cash and nominal government bonds facilitate regular operational needs and can be quickly deployed to fulfil urgent liquidity needs under stressed conditions. 

• Advanced economy inflation-linked bonds are less liquid than nominal bonds but provide inflation protection.

• Equities provide exposure to long-term growth assets with higher return potential but also with higher risk.

MAS' investment horizon is longer than that of many central banks.

• This has given MAS the flexibility to invest in more volatile (and longer 'duration') asset classes beyond fixed income, including equities.

Both the risk management framework and strategic asset allocation are approved by the MAS Board of Directors and reviewed regularly.

Efficient investment process

MAS strives to achieve an efficient investment process, underpinned by two elements:

• one, judicious benchmark selection and customisation; and

• two, tapping on specialised external investment expertise

First, benchmark selection.  MAS uses asset class benchmarks to represent the investment universe and risk profile of each asset class that can be easily replicated, to evaluate its investment performance.

These benchmarks could be market-capitalisation weighted or customised.

• For some asset classes, we have chosen to apply certain customisations to market-capitalisation weighted benchmarks, guided by considerations of liquidity, stability, and concentration risk.

One area we have applied customisation is in the fixed income asset class, where it is relatively more important to guard against concentration risk.

• This is because the response to credit risk is more asymmetric for fixed income than for equities.  There is limited upside for credit improvement but large downside from the threat of default.

• We have therefore limited our exposure to some large government bond markets, taking into account the default risk of these bonds.

Another area where we have customised our benchmark is with respect to Renminbi (RMB) assets, in particular Chinese government bonds.

• Here, the consideration was not to limit exposure but to gain exposure ahead of market benchmark inclusion as markets develop.

• MAS started investing in RMB assets in 2012, fully expecting market indices to catch up at some point.

• Indeed, recent announcements by major index providers to include or accelerate the schedule of inclusion for RMB assets in their indices reflect this trend.

Next, tapping on relevant investment expertise.  Part of the MAS portfolio is managed by reputable external fund managers.

• These investment managers are hired for their deep investment expertise and specialised knowledge in particular investment fields.

For instance, factor-based investing is an area that we are watching closely.

• Institutional investors are starting to look beyond asset classes to view returns via a "factor lens".

• There are two applications of this approach, return enhancement and portfolio analysis.

• Looking through asset class labels to underlying risk factor exposures can enhance understanding of return sources.

• Flipping them around, they also help to enhance understanding of risk drivers.

In fact, the vulnerability-based stress tests that I described earlier is an application of this factor approach.

• This can help investors to create more efficient and diversified portfolios, compared to a traditional asset class-driven approach.

• But we are also mindful not to fall into the trap of data-mined quantitative strategies that rely on factors that may not be robust through time.

Conclusion

In Singapore, reserve management is a multi-objective, multi-agency, and most importantly, a multi-generational effort.

• The reserves serve as a buffer against bad times, as an endowment to finance current needs, and as a foundation for macroeconomic stability.

• As custodians of the national reserves, MAS, GIC, and Temasek owe a duty of care and responsibility to the ultimate beneficiaries of the reserves - current and future generations of Singaporeans.

• It is a duty that motivates our investment and risk managers as they go about their work each day, trying to extract value while staying clear of pitfalls, amidst the turbulence, tides and ebbs of financial markets.
