Exhumation of Bidadari Cemetery was undertaken by Housing & Development Board from 2001 to Dec 2004. Unclaimed graves were exhumed and cremated. The cremated remains were stored for a period of 3 years which expired in Dec 2007.
From 25 to 28 Mar 2008, unclaimed cremated remains were scattered at sea. Prayers were conducted by Monsignor Francis Lau of the Roman Catholic Archdiocese of Singapore and Rev. Peter Chen of the Singapore National Council of Churches.
Prior to the commencement of the exhumation, the Housing & Development Board had published the Notices of Exhumation in Singapore and some overseas newspapers in the United Kingdom, Australia, New Zealand & Malaysia on several occasions inviting the next-of-kin/descendants to register their claims for their ancestors' graves.
